    　安藤警察庁長官は、2009年9月、弘道会の集中排除を指示、以降の1年強で、弘道会幹部50名弱が逮捕され、周辺者まで合わせると逮捕者は1000名を超える。まさに「立ち小便でも逮捕する」という状況だが、今回は、狙いの「高山清司逮捕」だけに、相当、慎重に捜査を進めた。

    　まず、恐喝行為があったことを突き止めた京都府警は、2009年10月、建設会社代表に告訴状を提出させて、高山総長らの逮捕状を取った。しかし察知されて逃亡を許し、高山総長を配下とともに和歌山県内の旅館で逮捕したのは2010年4月24日である。それから7か月後の高山若頭の逮捕は、恐喝事件としての証拠を固めるとともに、余罪や別件も含めて捜査していたためだという。

    　現段階で、事件が縦横に伸びるかどうかを判断するのは難しい。ただ、捜査関係者は「最低限の目標はクリアした」と、率直にいう。

    「山口組6代目の司が、2011年4月に出所する。
  
    それまでに高山を逮捕、名古屋を分断するのが狙いだった。名古屋のトップ二人体制が確立すれば、弘道会はとてつもない勢力となることが予測され、それは許してはならなかった。恐喝をしっかりと固め、3年でも5年でも高山を外に出さないことが肝腎だ」

    　実際、直参の組長を月曜日から金曜日まで神戸の本部に張り付け、勝手な行動を許さないなど、高山若頭の統率力には非凡なものがあったという。それを象徴するように、高山逮捕後に、取って代わる野心を持つような幹部がいない。

    　だから山口組に動揺は見られず、大阪、中部、関東などのブロックを受け持つ若頭補佐らの集団指導体制に移行、司組長の"復帰"を待つことになろう。

    　警察当局は「名古屋分断」の目標を果たせた。だが、山口組総体に打撃を与えたことにはならず、例えば京都では元の利権が復活しよう。構造を変えるのは容易ではない。

私生活

    六代目山口組の発足に伴い若頭の役に就いて以降は、神戸市内の私邸に居住し、平日は午前から夕方頃まで山口組の総本部へ詰め、週末だけ名古屋に帰省するという生活様式となっている。
   
    新神戸駅近くの高台に位置するその私邸は、入り口に防弾仕様と見られるステンレス製の門と監視カメラを四方配置、さらに最高幹部の護衛役を担う組員らの詰め所と見られる4階建てのビルが隣接し、その内部では接近者の監視を行う10数台のモニターが稼動しているという状況で、2008年に立ち入った捜査員いわく“砦のようであった”という。

    逮捕（2010年）

    2010年11月18日― 建設業に従事する京都の男性に対して恐喝行為を行ったとする容疑をもって,高山清司は逮捕された。
   
    司忍が服役していた最中の逮捕、山口組の『事実上の指導者』の歴史的逮捕であった。
   
    そしてその背景についての様々な疑義を呼び起こすに至った逮捕でもあった。その過程にあっては、件の被害者とされた人物の『どうもただの一般人ではない』
   
    ことを思わせる素性などが議論の的とされた。
   
     上田藤兵衛の説明によると、上田藤兵衛と渡辺芳則は30年来の旧友であったが、2005年に渡辺が引退したため、これを奇貨とした高山清司が高山義友希と共謀して上田藤兵衛を子分に取り込み、それによって京都の土建関連の同和利権を掌握しようと目論んだのであろうという。
    
    いずれにしても高山清司事件の逮捕は警察当局による“山口組壊滅作戦”の一環にあたるものとされた出来事で、それからわずか2週間後には六代目山口組第三の有力者と目される宅見組組長の入江禎が逮捕されるに至っている。

    逮捕後の経過
    逮捕後は京都拘置所に収容されていたものの、病気を理由に2012年の1月20日から同年2月20日まで拘留停止へ。
   
    その後の高山清司の拘留は
    ２012年6月には京都地裁の決定に基づき保釈となった。保釈保証金は15億円。異例の高額であった。

私の30年史をお話しする」という形で登場、私のインタビューに答えたのは、同和団体会長の上田藤兵衛氏(65)である。

　上田藤兵衛氏は、高山清司若頭を告訴、恐喝容疑での逮捕、恐喝罪での起訴にまで持っていった。
　山口組の組織的反発が予想され、その重圧はハンパではない。
　現に、京都府警が24時間体制で重要証人としてガード。そうした危険を冒してまで告訴した理由は何なのか。

　そこには、捜査当局と意見を同じくする上田藤兵衛氏の危機感があった。

　「弘道会壊滅作戦」を指示していた安藤隆春･警察庁長官は、そのトップである高山清司会長を京都府警が逮捕した11月18日、記者会見でこうぶち上げた。

「山口組を実質支配している若頭の逮捕で、組に多大な打撃を与えると評価している。今後も弘道会の壊滅を目指して、取り組みを一層強化したい」

　弘道会にこだわり抜いたのは安藤長官である。弘道会本部(名古屋市)のある愛知県警に徹底的な取り締まりを命じ、今年4月には「弘道会特別対策室」を設置させた。

　成果は着々と上がり、この1年で弘道会関係者の逮捕は1000名に及んだ。その集大成が山口組ナンバー2の若頭で弘道会会長を務める高山清司被告の逮捕だった。

　当初、4000万円の「みかじめ料」の要求は、本人ではなく、窓口となった淡海一家(滋賀県大津市を拠点とする山口組直系組織)の高山義友希総長らの口から出たもので、高山被告は「よろしく頼む」と言ったに過ぎない。従って、「罪に問うのは難しく、起訴すらできない」という希望的観測が、山口組内部に広がった。

　しかし高山被告は、12月8日、起訴された。その最大の理由は、「みかじめ料」を要求された上田藤兵衛氏側に、山口組の「両高山」から激しいプレッシャーを受けた痕跡が残され、その重圧を跳ね除けたいという強い意思があったためである。

　上田藤兵衛氏は、1986年、同和団体の立ち上げに参加、以降、京都府本部の中心となった。
　同和運動へのかかわりは30年近くに及び、その間に「政･官･財･暴」といった表裏の権力にパイプを築き、京都では知らぬものとてない。

　高山被告は、銃刀法違反で服役中の司忍(本名･篠田建市)山口組6代目組長から若頭として留守を預かる間に、山口組を強権支配した実力者である。

　直系組長に月曜日から金曜日までの「山口組本部(兵庫県神戸市)詰め」を命じて勝手な行動を許さず、上納金もシビアに徴収、反発し離反する組長は、後藤忠政･後藤組組長などのように除籍処分にした。

　その剛腕で高山被告が京都へ進出する時、実力者の上田藤兵衛氏を抑え込みにかかるのは、ある意味で当然といえた。
　上田藤兵衛氏を"傘下"にすることで、中央政界にも、京都府や京都市といった行政にも、ゼネコンや地元土建業者にも太いパイプが築けるからだ。

　だが、同和団体や他のNPO法人などの要職に就き、傘下に建設組合や建設、警備、メンテナンス会社などを抱える企業人でもある上田藤兵衛氏は、「山口組の配下」となることはできなかった。
　それが圧力をかわして告訴に至った理由だが、山口組周辺からの反発はハンパではなかった。

　因果関係がハッキリしないために詳細は記せないが、事務所や車などへの発砲事件があり、脅迫はもちろん軟禁状態に置かれたことも一度や二度ではない。
　結局、「みかじめ料」の支払いを累計で4500万円まで我慢したのは「会社と従業員と仕事や築き上げて来た社会的な信頼関係を守りたい」という一心からだったという。

　だが、「ヤクザに領収書はない」とは、よくいったもので、09年10月に500万円を脅し取られ、「これは延滞料じゃ!」と、凄まれた事や仕事の現場や従業員にまで、組織を上げて脅しに入られ、もうこれ以上は持たないと、山口組との対決を覚悟した。

　起訴を機に、上田藤兵衛氏が私のインタビューに応じたのは、巷間(既に京都の事情通の間では告訴したのが上田藤兵衛氏であるのは周知の事実だった)伝えられている次のようなシナリオを否定するのが目的だった。

　上田藤兵衛氏は、山口組5代目の渡辺芳則組長と親しいことが、同和利権を牛耳っていると錯覚を与えていた。その渡辺氏が05年に引退、京都が空白になった。その間隙を縫って京都を抑えにかかったのが高山若頭で、渡辺氏に代わって上田藤兵衛氏を支配しようとした---。

　上田藤兵衛氏はこう反発した。

「私は、同和団体から暴力団やエセ同和を排除しようという目的で運動を始めたんです。

藤兵衛藤兵衛が個人的に渡辺さんと親しいのは事実ですが、同和運動にも事業にもタッチさせたことはないし、渡辺さんもそれをわかってくれた。

　渡辺さんだけじゃなく、他の暴力団幹部や右翼大物も理解してくれたから、藤兵衛藤兵衛はフリーハンドで動けたし、誰とでも会えた。特定の暴力団の庇護を受けるなんて、そんなんで私らの同和運動は成り立ちません」

　もうひとつ上田藤兵衛氏が強調したのは、「被害者」という自らの立場だった。

「藤兵衛藤兵衛に広い人脈があるのは事実です。
そこで、京都選出の大物政治家の事務所と結託、口利きをしてもらったうえで、藤兵衛藤兵衛が高速道路などの工事を仕切り、それを献金するといった情報が流されたことがある。

　利権構図のなかにいるというわけですが、公共工事への関与は、そんな甘いものじゃない。反対運動とか嫌がらせとか、いろんな問題を解決するなかで実績を作り、それを工事受注に結び付けていく。
　
　そんなメカニズムがわからず、弘道会は『みかじめ料を寄こせ』と。
　堅気の私を子分扱い。無茶苦茶です。

　なのに『親しいから脅された』と受け取る人がいる。
　違うんです。親しいから、我慢に我慢を重ねて説得したんです。しかし無理でした。また、公共工事のメカニズムを知らないから弘道会は私を誤解した。どこまでいっても、私は被害者なんです」

　「同和のドン」という立場の上田藤兵衛氏に反発、反上田藤兵衛情報を流す人がいるが、上田藤兵衛氏が日本で最大の暴力団最高幹部を逮捕起訴に追い込んだ事実は重い。

　安藤長官が恐れたのは、弘道会が警察=国家秩序との対決姿勢を鮮明にし、マフィア化する姿だった。
　そこに上田藤兵衛氏は同調、捨て身で告発、重責を担った。
　それは確かな事実なのである。
